After securing $135 million in tax breaks, pipeline company plans massive ethane “cracker” in Southeast Texas

In Nederland, Texas, pipeline company Energy Transfer is proposing to build a massive new facility that would turn the components of natural gas into the basic chemicals used to make single-use plastics and other petrochemicals. The facility has garnered $134.6 million in tax breaks over 10 years from the local school district, despite being capable of emitting more than 8,500 tons per year of harmful air pollutants and more greenhouse gas emissions than a coal-fired power plant.

America’s first 'gas to liquids' plant could produce fuel in North Dakota

The the North Dakota Public Service Commission recently approved a siting permit for a Canadian company called Cerilon to build a gas-to-liquids plant in Trenton, about 10 minutes from the Montana border in a shale formation with some of the most productive oil and gas fields in the country. Gas-to-liquids technology chemically separates the components of natural gas into liquid fuels such as gasoline, diesel, and jet fuel that are usually made from petroleum. The idea has been around for nearly a century – but large-scale applications in the U.S. have faced significant delays or cancellations, in part because of economics.

In deep-red Texas, neighbors fight gas power plant next door – one of scores proposed across U.S.

Sandow Lakes Energy’s proposed plant is one of scores of new natural gas-fired power plants planned across the U.S., with the surge driven by cheap gas from hydraulic fracturing and horizontal drilling and compounded by increased demand from artificial intelligence and cryptocurrency computer centers. In Texas alone there are currently over 150 proposed projects to build new or expand existing gas-fired power plants, according to Environmental Integrity Project research based on data from state and federal agencies. The increased burning of fossil fuels – instead of using clean energy, like solar or wind – to satisfy this growing hunger for electricity threatens U.S. climate goals.

Despite history of pollution violations, fertilizer plant receives taxpayer subsidies to expand

In late August, the U.S Department of Agriculture awarded AdvanSix Resins and Chemicals, a massive fertilizer and chemical manufacturing plant in Hopewell, Virginia, a nearly $12 million grant to increase its production of the fertilizer ingredient ammonium sulfate. The plant has a long history of environmental violations. Its expansion is part of a national boom in U.S. fertilizer production over the last decade and a half, fueled in part by hydraulic fracturing’s downward pressure on the price of natural gas, which is a primary ingredient in nitrogen fertilizer.

Latest version of energy permitting fast-tracking bill has environmental movement balking

In late July, senators Joe Manchin and John Barrasso, who represent two of the U.S.'s biggest fossil-fuel producing states (West Virginia and Wyoming) announced the latest iteration of their long-sought bill that would accelerate the permitting process for energy projects—including LNG plants, electricity transmission lines, clean energy and fossil fuel power plants. Called the Energy Permitting Reform Act of 2024, the senators said the legislation would, “strengthen American energy security by accelerating the permitting process for critical energy and mineral projects of all types.” But environmental groups criticize the bill for giving away too much to polluting industries and fast-tracking a review process meant to protect public health and the environment.

EPA’s failure to regulate laughing gas is deadly serious for the climate

Nitrous oxide is an incredibly potent greenhouse gas. When released into the air, it is 273 times more powerful than carbon dioxide at warming the atmosphere. On July 23, the Biden-Harris Administration announced new voluntary actions by industry to reduce emissions of climate-warming “super-pollutants,” including nitrous oxide. But the announcement included no regulations for nitrous oxide and no requirements for industry to control this super-pollutant. This isn’t the first time that EPA has passed on the opportunity to curb nitrous oxide emissions from industry.

Texas program that subsidizes fossil-fuel electricity turbo-charges 72 power plant applications

The state’s Public Utility Commission (PUC) received the applications for loans under the Texas Energy Fund Program, the agency announced in late July. Following widespread power outages during a winter storm in 2021, Texas voters in November 2023 approved the low-interest loan program proposed by the Texas Legislature in an effort to increase generation capacity and avoid blackouts. However, many environmentalists question whether new gas generators are the right answer because they contribute to climate change, and some consumer advocates and energy analysts say it will not address the need to modernize the Texas grid to prevent more outages.

Oil refinery waste is a major source of air and water pollution

Two hours north of Oklahoma City outside a small town named Kremlin, billionaire William “Bill” Koch owns a plant that processes oil refinery waste. The 60-year-old Oxbow petroleum coke plant occupies enough land to cover 250 football fields. But it has an even larger environmental footprint. The plant’s sulfur dioxide emissions create haze and reduce visibility in several downwind states. A national report reveals that the “petcoke” industry releases large amounts of pollution at sites like this across the country, but that EPA has neglected to require it to install modern air and water pollution control systems, as are required for many other industries.

Cancer-causing benzene emissions are rising at the Dow Chemical Orange plant in East Texas. Why?

Dow Chemical's facility in Orange County, Texas, has the highest levels of carcinogenic benzene air pollution measured at its perimeter among U.S. petrochemical facilities reporting to the EPA, according to the most recent available data. Benzene is a colorless, flammable gas with a sweet odor that is among the most potent cancer-causing byproducts of oil and gas operations. The EPA requires monitoring for benzene along the fencelines of all U.S. oil refineries and a smaller subset of chemical plants. While concentrations at many refineries have gone down, benzene levels at the Dow Orange plant remain stubbornly high and even reached concentrations more than three times higher than short-term safety thresholds and 33 times higher than a standard for chronic exposure.

Data shows Denbury’s carbon pipelines leak more than any other CO₂ pipeline company’s

Denbury is one of the largest companies producing oil though enhanced oil recovery, which uses CO₂ to dislodge oil remnants from nearly depleted stores. The company owns an extensive network of CO₂ pipelines to supply its oil fields. However, data from the Pipeline and Hazardous Materials Safety Administration (PHMSA) shows Denbury is responsible for more CO₂ leakage than any other CO₂ pipeline company. Since 2010, there have been 76 incidents involving CO₂ pipelines reported to PHMSA, collectively releasing nearly 67,000 barrels of CO₂ into the air...

Most hydrogen plants proposed near disadvantaged communities

At a time when the federal government is offering billions in subsidies to encourage hydrogen as an alternative fuel, U.S. companies have proposed at least 24 projects to build new plants to manufacture hydrogen out of natural gas. Public records show that about 90 percent of these projects are in or near low-income neighborhoods. The construction of these hydrogen plants in disadvantaged communities poses an environmental justice problem because they release not only greenhouse gases, but also air pollutants like particulate matter that threaten the health of local people.

Dominion LNG storage site sparks fierce opposition in rural North Carolina

Dominion Energy, a Virginia-based company that owns a natural gas utility in North Carolina, has been clearing away trees, leveling land, and blasting rock as it prepares to build a facility that will store liquified natural gas (LNG) in two massive tanks. The proposed Moriah Energy Center is one of several new natural gas storage projects planned across the U.S. Nationwide, the number of LNG storage facilities has increased about 42 percent since 2010, from 122 to 173, according to federal data. North Carolina regulators recently scheduled a public hearing on the facility's draft air permit for Aug. 1.

Corpus Christi, Texas, is ground zero for CO₂ storage buildout in oil & gas region

In January 2023, the U.S. Department of Energy awarded $16.4 million to the Port of Corpus Christi to explore carbon capture, use, and storage within the region and facilitate connections between CO₂ emitters and companies that use or store CO₂. The Port’s project is one of 33 across the U.S. that will get funding under the federal Carbon Storage Assurance Facility Enterprise Initiative, or CarbonSAFE. The 2023 Bipartisan Infrastructure Law also includes a combined $3.5 billion to accelerate the deployment of several regional direct air capture hubs that can suck CO₂ directly out of the atmosphere.

Report: Jet biofuel is weighed down by pollution and loopholes

The biofuel industry markets itself as an environmentally-friendly alternative to petroleum-based fuels. But a recent examination of the emissions reports of 226 biofuel plants across the U.S. found that plant-based fuel manufacturers release almost as much hazardous air pollution as oil refineries – and significantly more of some dangerous pollutants, including formaldehyde, a known carcinogen.The industry is growing rapidly, with 32 new or expanded biofuels plants under construction or proposed, about two-thirds of which could make jet fuel from wood or plants.

New air pollution monitoring rules for refineries are driving down benzene levels at plant fencelines

Recent EPA data show a marked improvement in levels of benzene, a potent carcinogen, measured at the fencelines of U.S. oil refineries, suggesting that less of the dangerous pollutant is escaping into neighboring communities. By the end of 2023, only six out of 109 U.S. refineries exceeded the EPA's action level for benzene, compared to 12 at the end of 2020. New rules imposed by EPA in 2015 that require refineries to monitor these emissions and take action against high levels of the pollutant appear to be working.

Despite incentives for carbon capture, U.S. is still mining CO₂ to produce more oil

Even as the Biden Administration is providing billions of dollars in taxpayer subsidies to encourage industry to capture carbon dioxide and bury it underground to help protect the climate, some companies are working in the opposite direction. In places like southwestern Colorado and Jackson, Mississippi, companies are pulling huge volumes of virgin CO₂ out of the ground to use it to extract more oil, which is then burned to contribute more greenhouse gases into the atmosphere.

Pipeline supplying new PA plastics plant charged with criminal cover up of spills

Pennsylvania's Attorney General charged Shell Pipeline with 13 criminal charges for violating Pennsylvania’s Clean Streams Law during construction of the 45-mile Falcon Pipeline in western Pennsylvania. The pipeline transports natural gas liquid in the form of ethane from drilling sites in Ohio, West Virginia, and Pennsylvania to the Shell Polymers Monaca petrochemical plant, where it is processed into plastic. An investigation revealed that Shell allegedly failed to notify state officials about multiple problems, including when drilling mud or fluid was lost underground and came to the surface where it could contaminate waterbodies.

With 34 petrochemical ‘plastics recycling’ plants proposed across U.S., a small PA town fights back -- and wins

Plans to build what would have been the largest petrochemical plant in the U.S. dedicated to breaking down plastic waste into chemicals were cancelled today. The decision by the Encina company came after a town council in Pennsylvania voted unanimously to “strenuously and unequivocally” oppose the company's proposed plant on the banks of the Susquehanna River. The victory by the local community in Northumberland Borough is the latest example of rising opposition to a wave of 34 petrochemical plants proposed across the U.S. that wrap themselves in misleading language about “recycling” plastics.

A new EPA rule is meant to prevent chemical disasters, but safety advocates say loopholes remain

The U.S. experiences a chemical disaster on average once every two days, including at least 45 so far in 2024, according to the nonprofit Coalition to Prevent Chemical Disasters. However, a new safety rule the Biden administration recently released is meant to avoid such catastrophes. Advocates also say EPA should have done more, such as required air monitoring at the fence lines of major facilities and adding ammonium nitrate, an explosive material used in fertilizer, to the hazardous chemical list.

Texas plastics factory shows how companies take public subsidies while breaking pollution laws

The Formosa Point Comfort plastics manufacturing plant on the Texas Gulf Coast, which makes plastics and other chemicals out of oil and gas, received nearly $69 million in school district tax breaks over a decade. But despite the public support, the plant has routinely violated water and air pollution control laws – without ever losing its subsidies, as a consequence. In a new report, the Environmental Integrity Project examined 50 plastics plants built or expanded in the U.S. since 2012 and found that 64 percent of them received taxpayer subsidies worth a total of almost $9 billion over a decade.

EPA’s new rule will slash planet-warming methane emissions from oil and gas industry, but it could be stronger

According to the EPA, the final rule will avoid an estimated 58 million tons of methane emissions from 2024 to 2038. That’s nearly 80 percent less than projected methane emissions without the rule. But the EPA could have been stronger in requiring oil and gas flares to destroy 98 percent of emissions, rather than the 95 percent destruction rate included in the final rule. It also also failed to require relatively low-cost monitoring needed to make sure that flares are burning cleanly and efficiently.

World’s largest ammonia complex would make fertilizer from natural gas in West Virginia coalfields

The world’s largest nitrogen fertilizer plant, which would make ammonia out of natural gas, could be headed for a former coal mining site in rural West Virginia. TransGas Systems, a New York-based company, is seeking an air quality permit for a facility in Mingo County with six ammonia manufacturing units capable of producing up to 6,000 metric tons per day – a total of more than 13 million metric tons per year. The proposed plant is part of a wave of new and expanding fertilizer factories being built across the country.

LNG terminal opens in Puerto Rico without required federal approval

A New York-based company under fire from local groups in Puerto Rico after building a liquid natural gas (LNG) import facility in San Juan Bay without obtaining authorization from the Federal Energy Regulatory Commission (FERC). The LNG terminal also makes the territory more dependent on natural gas, even though Puerto Rico has passed legislation urging a move to 100 percent renewable power by 2050. Recent federal studies show renewables would be more cost-effective and reliable than continuing to shore up existing fossil fuel-fired power plants.

Air monitoring data show that Houston’s air quality violated health-based standards on 55 days in 2023, more than any other year since 2011. Major carbon pipeline is cancelled as opposition grows and regulations remain elusive

Carbon dioxide accumulation is a big problem in the atmosphere. But increasingly, pipelines carrying CO2 underground are also raising objections, including from state governments, creating a roadblock to a major Biden Administration climate strategy. South Dakota and North Dakota recently denied permits for carbon pipelines, triggering the cancellation last week of a 1,300-mile carbon pipeline across five Midwestern states. Meanwhile, a dozen Democratic lawmakers sent a letter to President Biden demanding a moratorium on all new carbon pipelines until federal safety regulations are updated.

Nearly two years after one of the largest plastics plants ever built in the U.S. began operations north of Corpus Christi, Texas, some residents here say they have seen none of the promised benefits from the plant, which is jointly owned by ExxonMobil and the Saudi Arabian government. First-ever EPA data show gas processing plants emit thousands of pounds of carcinogens per year

Before natural gas can be routed through the pipelines that fuel power plants, homes, and businesses, it must be processed at a gas processing plant to remove contaminants or to separate raw materials used to make chemicals or plastics. According to data available for the first time this year, 258 gas processing plants reported releasing a combined total of 3.2 million pounds of toxic air pollutants in 2022, including benzene and formaldehyde, both carcinogens.

A debate over a proposal to convert waste tires to energy is generating a stir in Youngstown, a former steel hub that's still recovering after the decline of the steel industry in the 1970s. Small western PA refinery topped list for most injuries among workers, with 119 over five years, federal data show

After a series of fires and explosions at U.S. oil refineries in the first half of 2023, Oil & Gas Watch News examined records of injuries and deaths at refineries nationwide. From August 2, 2017, to March 3, 2023, 153 refineries nationwide reported a total of 1,539 injuries and seven deaths. A small refinery in western Pennsylvania, the United Refining Company in Warren, had by far the worst safety record, with 119 injuries and no deaths over this period, according to federal records. That was 10 times the average for a refinery.

New EPA report: Plastics chemical found in drinking water poses elevated cancer risk

1,4-Dioxane is a colorless liquid with a faint sweet odor used as an industrial solvent, ingredient, and byproduct in the production of plastics and consumer products since the 1950s. The chemical is also found in hydraulic fracturing fluid and at plastic plants that produce polyethylene terephthalate, or PET, a common plastic used to make bottles, food packaging, and clothing. The EPA is accepting public comments on its findings on 1,4-Dioxane until Sept. 8, 2023.

Factory near Houston would convert garbage into jet fuel. “Green” energy or trash talk?

In Baytown, east of Houston, Fulcrum Bioenergy plans to build facility that converts landfill trash, including single-use plastic, into jet fuel. The company recently opened a similar plant near Reno, Nevada. Proponents see the idea of using garbage to make jet fuel as an environmental win-win and effective way to decarbonize the aviation industry. However, some environmentalists doubt whether the technology is viable and point to the hundreds of tons of air pollution per year the plant would generate.

Three Texas oil & gas industry sites that caught fire had long violation records

The three large refinery and petrochemical facilities along the Texas Gulf Coast that caught fire this month had long track records of environmental compliance problems, including a combined 5,469 violations over a decade but few penalties, according to state records. On May 5, a Shell chemical plant near Houston caught fire and burned for days. Ten days later, flames erupted at a Marathon oil refinery south of Houston, burning to death a plant worker. And on May 17, a blaze broke out at a Valero refinery in Corpus Christi. Repeat violations often indicate a pattern of companies not investing in modern equipment and safety measures.

Biden’s bioplastics move could be a shell game, swapping one polluting plastic for another

President Biden recently issued an executive order with the goal of replacing 90 percent of petroleum-based plastics manufacturing with plastic produced using ingredients like corn or wood. These "bioplastics" do not cause the same environmental harm as fossil fuel plastics, but they do not break down quickly and can persist in the environment. Shell chemical plant that burned near Houston had a record of nearly 2,000 violations

Shell Deer Park Chemical, which caught fire over the weekend, has a long track record of environmental violations, including 37 enforcement orders and $1.6 million in penalties. One of these violations was for the release of more than 30,000 pounds of a dangerous carcinogen (1,3-butadiene) from vents and a relief valve over nearly 24 hours in January 2013.

Ten years after West Texas explosion, booming fertilizer industry poses risks to environment and public safety

At a time when the nitrogen fertilizer industry is growing rapidly across the U.S., federal records show little has been done over the last decade to prevent disasters like the 2013 explosion at a fertilizer storage facility in West, Texas, that killed 15 people. The U.S. Chemical Safety Board and others have urged the EPA to add ammonium nitrate to the list of highly hazardous chemicals that would require better disaster planning, but EPA has refused. In the 10 years since the Texas explosion, ammonium nitrate has been involved in at least 106 spills or accidental releases across the U.S., seven fires, five evacuations, and two deaths.

An Environmental Integrity Project (EIP) report issued March 23 reveals that 17 out of the 20 worst repeat offenders in the state for air pollution released during industrial accidents or “upsets” are in the Permian Basin of West Texas, the world’s most prolific oil-producing region. Of the 17 Permian Basin sites with the worst chronic emissions, only seven of them faced fines over the six-year period studied in the EIP report.

Residents of a western Pennsylvania county learned that Shell's new plastics plant had begun operating from the orange glowing clouds in the night sky, illuminated by blazing flares. Community concerns about the strange lights and sounds from the new plant, which transforms natural gas into tiny pellets used to make soda bottles and other single-use plastic goods, turned out to be based on more than just appearances. State records show 34 malfunctions at the new Shell Monaca plant, and 14 violations, including for exceeding permitted levels of smog-forming air pollutants.

After East Palestine, the slow-moving train wreck of petrochemical pollution deserves more attention nationally

Following the Norfolk Southern train derailment and chemical fire in East Palestine, Ohio, Texas Republican Sen. Ted Cruz blasted President Biden for not visiting the scene of the accident. Cruz claimed that “Democrats don’t give a damn about East Palestine." He failed to mention a similar chemical catastrophe outside his own city, Houston. On Nov. 27, 2019, a series of explosions ripped through the Texas Petrochemicals Port Neches plant, spewing carcinogens into the air and requiring the evacuation of thousands of people. Cruz never demanded that then-President Trump make an appearance in Texas to show his concern for petrochemical pollution, which is a serious national issue.

Wave of new oil export terminals looms over Gulf Coast

The approval off the Sea Port Oil Terminal 35 miles off the coast of Texas marks the beginning of what could be a wave of five massive new deepwater oil export terminals along the Gulf Coast that service oil tankers over 1,000 feet in length. In the eight years since Congress lifted a long-time ban on crude oil exports, the U.S. has gone from barely exporting any fossil fuels to offloading millions of barrels of oil per day.

Ozone drifting into small-town New Mexico from Texas oil & gas industry

A new analysis by Environmental Integrity Project (EIP) shows that when air quality monitors in Carlsbad show spikes in pollution, it’s often because the wind is blowing in from Texas. The monitors record levels of ozone, a key component of smog that’s linked to chronic conditions such as asthma and heart disease. Texas does not have any official monitors on its side of the Permian Basin, despite having a much larger population in harm’s way.

New study: Refineries under-reported benzene emissions by as much as 28-fold

Data collected by fenceline benzene monitors suggest that some refineries may have been significantly under-estimating and underreporting their emissions for years. That means neighborhoods downwind could have been facing higher risks of cancer than long thought. New research looks specifically at three refineries – Chevron and LyondellBasell's refineries in the Houston area and a HollyFrontier refinery in Artesia, New Mexico.

Houston Ship Channel dredging for oil, chemical industry includes plan to dump toxic sediment in minority neighborhoods

Massive disposal areas for material dredged from the ship channel are common sights in the industrial neighborhoods in east Houston. Another million cubic yards of sediment – enough to fill one and a half football stadiums – is headed to the area because of Project 11, the latest plan to deepen and widen the channel to make room for more cargo ships, including oil and chemical tankers. Recent sampling shows the dredge material is loaded with contaminants, raising concerns about residents' exposure to toxic sediment.

Mitsubishi seeks tens of millions in Louisiana tax breaks for largest plastics plant of its kind

The more than $1 billion methyl methacrylate plant, which could receive up to $168 million over 10 years in local property tax breaks alone, would emit hundreds of tons per year of air pollution in an area where cancer risk from toxic air pollution is already three times the U.S. average. The company has said its decision to build in Geismar, Louisiana, was influenced by the availability of natural gas, a key ingredient in the manufacturing process.

Why the EPA says new oil and gas regulations will cut methane emissions 87%

Earlier this month, the U.S. announced sweeping new restrictions on methane from the oil and gas sector. The proposal would require equipment upgrades, better monitoring at all well sites, and a program that would allow third parties to report 'super emitters.' The agency says the proposal will yield $3.1 to $3.2 billion per year in net economic benefits because of avoided climate disruption and is accepting comments on the proposals until Feb. 23, 2023.

EPA will restore an Obama-era chemical disaster safety rule halted by Trump Administration

The EPA is planning to reinstate a rule meant to prevent fires, leaks, spills, explosions, and other disasters at more than 12,000 facilities nationwide, including many oil and gas and petrochemical plants. The rule was first proposed by the Obama Administration in 2017 and later rolled back in 2019 under the Trump Administration. It would require more facilities to plan for natural disasters and strengthen public notice requirements. But many safety advocates say it does not go far enough.

Natural gas development transforms Pennsylvania farmland

A 40-fold growth in natural gas production in Pennsylvania over the last 12 years has triggered a massive buildout of wells, tanks, and gas processing plants on what was once farmland. The state has issued permits for at least 29 new large gas and petrochemical projects. These include a pair of cryogenic fractionation plants surrounding the Duran family farm in Smith Township, west of Pittsburgh. These plants use extreme cold to separate natural gas into butane and other fuels.
