The huge new oil project in Alaska that is escaping national attention

Last year, environmentalists criticized the Biden Administration for approving a large oil drilling project on public land in the Alaskan Arctic called the Willow project. However, a similar petroleum project has drawn little attention. About 30 miles east of Willow, Australian energy company Santos, Spanish company Repsol, and ASRC Energy, a subsidiary of the Alaska Native-owned Arctic Slope Regional Corporation (ASRC), has received approvals and is currently building the first phase of the Pikka Project, an effort to produce hundreds of millions of barrels of oil over the next three decades. The project is located entirely on land owned by the State of Alaska and the ASRC.

Leaks at Illinois carbon injection project cast a shadow on the future of taxpayer-subsidized carbon capture

An ethanol plant in central Illinois has stopped injecting carbon dioxide (CO2) into the ground after a potential leak was discovered on the property for the second time this year. The problems at the Archer Daniels Midland (ADM) plant raise questions about the safety of about 150 other carbon capture wells proposed across the U.S., most with taxpayer funding.

In deep-red Texas, neighbors fight gas power plant next door – one of scores proposed across U.S.

Sandow Lakes Energy’s proposed plant is one of scores of new natural gas-fired power plants planned across the U.S., with the surge driven by cheap gas from hydraulic fracturing and horizontal drilling and compounded by increased demand from artificial intelligence and cryptocurrency computer centers. In Texas alone there are currently over 150 proposed projects to build new or expand existing gas-fired power plants, according to Environmental Integrity Project research based on data from state and federal agencies. The increased burning of fossil fuels – instead of using clean energy, like solar or wind – to satisfy this growing hunger for electricity threatens U.S. climate goals.

Environmental Integrity Project launches updated Oil & Gas Watch database and news site

The Oil & Gas Watch database and news site are being re-launched today (Aug. 1) with new features to make it easier for users to track oil and gas developments in local areas and gather national data on the growing industry. The database features a new “alerts” function to highlight new projects, updates, and public hearings. It also has new search tools; the projected greenhouse gas and related health impacts of projects; new maps; and sharable summary pages for industries. We also redesigned the Oil & Gas Watch News site and email newsletter. We are hosting a free virtual webinar at 1 p.m. Eastern time on Aug. 21 to explain how to use the new database.

Data shows Denbury’s carbon pipelines leak more than any other CO₂ pipeline company’s

Denbury is one of the largest companies producing oil though enhanced oil recovery, which uses CO₂ to dislodge oil remnants from nearly depleted stores. The company owns an extensive network of CO₂ pipelines to supply its oil fields. However, data from the Pipeline and Hazardous Materials Safety Administration (PHMSA) shows Denbury is responsible for more CO₂ leakage than any other CO₂ pipeline company. Since 2010, there have been 76 incidents involving CO₂ pipelines reported to PHMSA, collectively releasing nearly 67,000 barrels of CO₂ into the air...

Corpus Christi, Texas, is ground zero for CO₂ storage buildout in oil & gas region

In January 2023, the U.S. Department of Energy awarded $16.4 million to the Port of Corpus Christi to explore carbon capture, use, and storage within the region and facilitate connections between CO₂ emitters and companies that use or store CO₂. The Port’s project is one of 33 across the U.S. that will get funding under the federal Carbon Storage Assurance Facility Enterprise Initiative, or CarbonSAFE. The 2023 Bipartisan Infrastructure Law also includes a combined $3.5 billion to accelerate the deployment of several regional direct air capture hubs that can suck CO₂ directly out of the atmosphere.

Company’s plans for 690-mile natural gas pipeline would affect thousands of landowners in Texas, Louisiana

With plans for the pipeline to begin operating in 2028, Houston-based Moss Lake Partners is already surveying a 300-foot-wide corridor along the pipeline’s route from west of Odessa, Texas, in the oil-and gas-producing region of the Permian Basin, to Lake Charles, Louisiana. The current route would cross 3,473 tracts of land, according to company filings. The DeLa Express is the latest in a wave of new pipelines transporting gas out of West Texas. The pipeline is one of 35 pending pipeline projects nationwide that are intended to supply gas to liquified natural gas (LNG) terminals for export.

Despite incentives for carbon capture, U.S. is still mining CO₂ to produce more oil

Even as the Biden Administration is providing billions of dollars in taxpayer subsidies to encourage industry to capture carbon dioxide and bury it underground to help protect the climate, some companies are working in the opposite direction. In places like southwestern Colorado and Jackson, Mississippi, companies are pulling huge volumes of virgin CO₂ out of the ground to use it to extract more oil, which is then burned to contribute more greenhouse gases into the atmosphere.

Pipeline supplying new PA plastics plant charged with criminal cover up of spills

Pennsylvania's Attorney General charged Shell Pipeline with 13 criminal charges for violating Pennsylvania’s Clean Streams Law during construction of the 45-mile Falcon Pipeline in western Pennsylvania. The pipeline transports natural gas liquid in the form of ethane from drilling sites in Ohio, West Virginia, and Pennsylvania to the Shell Polymers Monaca petrochemical plant, where it is processed into plastic. An investigation revealed that Shell allegedly failed to notify state officials about multiple problems, including when drilling mud or fluid was lost underground and came to the surface where it could contaminate waterbodies.

Opposition mounts to aging oil & gas pipeline threatening Great Lakes drinking water

The Enbridge Line 5 Pipeline, which carries oil beneath Lake Michigan and Lake Huron, is notorious for a 2010 accident that was one of the worst inland oil spills in U.S. history. More than 20,000 barrels of heavy crude oil spilled into a tributary of the Kalamazoo River near Marshall, Michigan. This messy history weighs heavily on the future of the old pipeline, which is facing lawsuits from the Bad River Band of the Lake Superior Tribe of Chippewa Indians and the Michigan Attorney General's office.

As Mountain Valley Pipeline races to completion, construction leaves muddy mess in Virginia waterways

As construction crews rush to complete the controversial Mountain Valley Pipeline in Virginia, advocates are calling on state and federal authorities to stop work on the project, citing evidence that the company has again caused erosion that polluted springs and waterways with sediment. One recent example includes a spring in Giles County, west of Roanoke, that began flowing with muddy water after the company's construction work nearby.

Major carbon pipeline is cancelled as opposition grows and regulations remain elusive

Carbon dioxide accumulation is a big problem in the atmosphere. But increasingly, pipelines carrying CO2 underground are also raising objections, including from state governments, creating a roadblock to a major Biden Administration climate strategy. South Dakota and North Dakota recently denied permits for carbon pipelines, triggering the cancellation last week of a 1,300-mile carbon pipeline across five Midwestern states. Meanwhile, a dozen Democratic lawmakers sent a letter to President Biden demanding a moratorium on all new carbon pipelines until federal safety regulations are updated.

Oil & gas companies and investors placing big bets on federally-subsidized carbon capture projects

The world’s largest energy financiers – including oil and gas majors like ExxonMobil and Chevron – are investing billions of dollars in technology intended to capture carbon dioxide. Many supporters of carbon capture and storage see the technology as a path to lessen the climate impact of major industries and to offset the carbon dioxide emissions from major companies whose shareholders are pushing them towards carbon neutrality. But it remains unclear how many of these projects will become a reality or work.

Federally-funded carbon waste disposal projects ignite opposition

More than 100 carbon capture and storage projects are proposed across the U.S., including 27 in Louisiana, because of billion of dollars in new federal tax credits. Many of these pollution burial projects are drawing opposition from local residents and scientists. One is in the fragile wetlands of southern Louisiana, where a Dallas-based company called Cox Oil received federal funding to help build a 110-mile carbon dioxide pipeline from petrochemical plants in Geismar, Louisiana, into the Gulf of Mexico near Grand Isle.

Biden/McCarthy compromise would approve Mountain Valley Pipeline and limit national environmental reviews

To avoid the possibility of the U.S. defaulting on its debts, President Biden and House Speaker Kevin McCarthy on Sunday endorsed compromise legislation that requires the federal government to issue all permits needed to “expedite” completion of the Mountain Valley Pipeline. The 303-mile natural gas pipeline through West Virginia and Virginia has been stalled by court challenges but is championed by Senator Joe Manchin (D-W.Va.) The bill would also limit environmental reviews of major projects like pipelines, dams, and electric transmission lines across the U.S.

Texas lawmakers aim to exempt oil & gas projects from school property taxes, but not clean energy

Texas legislators are considering a bill that would give fossil fuel companies – but not clean energy – huge breaks on the property taxes they pay to local school districts, narrowing a previous tax incentive program for energy projects that expired last year. Under the old program, called Chapter 313, almost three quarters of the $12.3 billion in tax benefits went to manufacturing projects, including for the oil and gas and petrochemical industry, while 26 percent went to clean energy projects.

Permitting reform could still rise from the ashes of 'dead on arrival' House GOP energy package

With Democrats in control of the Senate and White House, most of the provisions in the energy package passed by the Republican-controlled U.S. House won’t make it into law anytime soon. But Senate Majority Leader Chuck Schumer and other Democrats have signaled that they could be open to a narrower discussion on “permitting reform” to streamline the process of approving major energy projects such as pipelines, fuel export terminals, and electrical transmission lines.

Proposed LNG export terminals threaten 21,000 acres of wetlands, many in Louisiana

According to Federal Energy Regulatory Commission data, 27 LNG export terminal construction or expansion projects that are proposed or already underway threaten 21,205 acres of wetlands – or 34 square miles, which is roughly half the size of Washington, D.C. Southwest Louisiana is a hotspot for LNG construction, with 10 LNG terminals built or proposed so far.

The other big fossil fuel project the Biden Administration is pushing in Alaska

A controversial and much-discussed Alaska drilling proposal known as the Willow Project isn't the only energy project in the state with potentially serious consequences. The Biden Administration is also backing a controversial 870-mile natural gas pipeline that would deliver 3.9 billion cubic feet of gas per day from Alaska’s North Slope to a southern liquefaction and export terminal. From there, the gas would be shipped primarily to Japan and elsewhere in Asia.

What House Republicans have planned for the oil and gas industry

After a messy confirmation process for House Speaker Kevin McCarthy, Republican leadership signaled a plan to introduce bills that would boost oil and gas production and speed the permitting process for pipelines and other large facilities. In an event last week with the American Petroleum Institute, House Energy and Commerce Chair Cathy McMorris Rodgers said legislators are working on a “package of bills” that would “secure American energy.”

Stalemate at FERC could stall Biden clean energy plan, landowner rights reform

Willie Phillips, who’s served on the Federal Energy Regulatory Commission since December 2021, will become the new acting chair of the commission, or FERC, an independent agency that regulates the interstate transmission of gas and electricity. Advocates say FERC need reforms to strengthen landowner rights and accelerate a shift away from fossil fuels. However, Phillips' nomination and the departure of former chair Richard Glick mean the commission is split 2-2 among Republicans and Democrats.

Why the EPA says new oil and gas regulations will cut methane emissions 87%

Earlier this month, the U.S. announced sweeping new restrictions on methane from the oil and gas sector. The proposal would require equipment upgrades, better monitoring at all well sites, and a program that would allow third parties to report 'super emitters.' The agency says the proposal will yield $3.1 to $3.2 billion per year in net economic benefits because of avoided climate disruption and is accepting comments on the proposals until Feb. 23, 2023.

Study: Air pollution from oil and gas flares severely underestimated

Flaring is the process of burning away natural gas and contaminants by energy companies eager to harvest the more valuable associated crude oil. A new study estimates that flares are releasing 43 million more tons per year of methane than currently estimated – the greenhouse gas equivalent of almost 3 million cars and trucks. A stark example of how much air pollution can come from flares can be found near the West Texas town of Crane.

Investigation: Carbon capture tax credits in climate bill riddled with verification failures and other problems

The landmark climate bill signed by President Joe Biden on Aug. 13 includes billions of dollars in tax credits to encourage carbon capture and sequestration projects. But an IRS investigation of the carbon credit program found that more than half of the $1 billion in credits claimed by oil and gas companies and other industries for carbon capture projects over the last decade were revoked by IRS because the companies failed to verify that the greenhouse gas was actually captured, as required by EPA.

Behind the climate bill: the high price of Manchin's pipeline deal in Appalachia

The landmark climate bill signed by President Biden yesterday passed because of a political compromise with Senator Joe Manchin of West Virginia that will impose a burden on Appalachia. Manchin says he struck a deal with Democrats to also approve the once-dead Mountain Valley natural gas pipeline, which requires the condemnation of hundreds of farms, the clearcutting of woods and the blasting of rock. Among those hurt by the deal is the family of Fred Vest, a Vietnam veteran who died last year during the "invasion" and blasting of his farm.

Natural gas development transforms Pennsylvania farmland

A 40-fold growth in natural gas production in Pennsylvania over the last 12 years has triggered a massive buildout of wells, tanks, and gas processing plants on what was once farmland. The state has issued permits for at least 29 new large gas and petrochemical projects. These include a pair of cryogenic fractionation plants surrounding the Duran family farm in Smith Township, west of Pittsburgh. These plants use extreme cold to separate natural gas into butane and other fuels.

In East Texas, organizers fight massive oil export pipeline planned for popular fishing grounds

Energy Transfer Partners, one of the nation’s largest pipeline companies, plans to build a pipeline to carry oil from the northern U.S. and Canada to a terminal near Port Arthur, TX, where ships could carry that oil abroad. The project is part of an explosive growth in U.S. oil exports, which rose from an average of 42,000 barrels per day in 2010 to 3.3 million barrels per day in 2022.
