Long-delayed East Coast gas pipeline approved despite lack of state permits

The Federal Energy Regulatory Commission (FERC) has reapproved a natural gas pipeline from Pennsylvania to New York that has been reinvigorated by President Donald Trump’s energy “emergency” order.

In May 2024, pipeline company Williams allowed the expiration of FERC’s 2019 authorization of the Northeast Supply Enhancement Project, an expansion of its existing Transco pipeline network. Williams had failed to get needed permits from New York and New Jersey because of the project’s impact on water quality.

The project consists of about 37 miles of natural gas pipelines, one new natural gas-fired compressor station, and modifications at one existing compressor station, among other changes. The pipeline would carry gas from Pennsylvania through New Jersey and under the New York/New Jersey Harbor.

In May 2025, Williams asked FERC to reauthorize the project, citing Trump’s Jan. 20 declaration of an energy emergency, despite the U.S. setting records for energy production and exports. FERC reissued its approval on Aug. 28, and construction could begin by the end of the year.

The company is “in discussions” with regulators in New York, New Jersey, and Pennsylvania for the necessary permits after filing new applications on May 30, FERC’s order states.
