Final environmental reviews issued for two Texas LNG terminals

The Federal Energy Regulatory Commission has completed environmental reviews for two liquified natural gas terminals in South Texas.

FERC staff on July 31 issued final supplemental environmental impact statements for Texas LNG and Rio Grande LNG and an associated pipeline, both on the southern tip of Texas near Brownsville.

A U.S. Court of Appeals ruling in August 2024 reversed FERC's original approval of the terminals and said FERC had failed to adequately address environmental justice and air quality issues. The court on March 18 revised its decision and ordered that FERC's authorizations would remain in effect while the agency updated its environmental reviews.

In the final statements, FERC staff wrote that both terminals would have “disproportionate and adverse” impacts on low-income and minority communities but recommended that they be approved as long as the company follows certain mitigation measures.
